The Millstone River is described as the lungs of Nanaimo. She has fallen into disrepute due to urbanisation and neglect.

The owner and developer, Oaxaca Management Ltd., seeks to recover and restore the river and adjacent lands, the assets, and convert the asset into a residential development which provides a sanctuary, habitat and a home, for all its inhabitants. Public and private interest groups, notably, the Pacific Salmon Foundation, share in the vision to restore the river, clean the river and tributaries, and develop the river as a spawning ground and fishery for Chum and Coho.
